trying to figure out the benefit to the bonus of stamina/mana regeneration. If these things don't recuperate during combat, what is the purpose of the spell because after combat, these two restore themselves quickly.
If these effects are active and a mage drinks a lyrium potion, is the mana restored greater than normal (i.e. just the potion)?
Or, do the spells allow mana/stamina regeneration during combat when normally they wouldn't?

Crush enemies, see them driven before you, and hear the lamentations of the women.

thanks, that's what I figured.
I'm not far enough into the game, Morrigan is my only mage and I didn't go down that route with her. Hoping to find another mage before long. Maybe if I start that quest that mentions the mage's tower...

Spellbloom works while in combat, but not particularly well. (..when compared to potions and other sources, even at somewhat higher Spellpower, though I haven't used it in conjunction with Spellmight yet.)
On the other hand it works for *everyone*, which in the case of normal combat where enemy casters won't close-in on your position and where your casters won't move much, is useful.
It's best use is activating it *BEFORE* starting combat.
IF you do this, then because it regenerates mana so much faster outside of combat, it effectively doesn't cost you any mana to cast (..because you fully replenish your mana about the time you start casting your first offensive spell FOR COMBAT.. like perhaps Grease). Make sure you give yourself enough distance ahead of you for the Spellbloom's radius so that you can walk forward to "activate" combat, (red circles around opponents), and yet still be in the radius effect of Spellbloom.)
