60 is the maxiumum level for players.
Some monsters are higher level

Yes, all of the higher content bosses require an organized guild to kill. Most with a full 40 people raid party, but there are also some that you can manage with 30 people (we did onyxia with 32 last night :) ).

It isn't that hard - but it requiers people that do what they are told, as opposed to people rushing in after a pull has been made.
It is a different thing from most random groups for sure, and I'm glad I'm in a guild which can front enough people for these raids on their own, so we don't have to rely on cross-guild alliances.

We started out with cross guild alliances, but now as we merged with one of the major guilds on our server we can easily get 40 people together whenever Kazzak or Azuregos spawns. Those bosses are really the difficult ones to get as they require constant survailance and people to be able to go online at the weidest hours (a world boss doesn't last more than a couple of hours before it's killed). Fortunaetly though they dont' require a full 40 people raid to take down but can be done with 30-35 if you know what you are doing.

The dragon under stormwind? Last time I checked there was no dragon near stormwind. And yes, if you are going to raid you will have to be 60. No point in raiding otherwise really as there is only more people to share the loot with and less XP.

Well, when you kill onyxia her head is displayed for all in stormwind to view under the arches into the city. It could have been that they meant. The dragon it self is in Dustwallow march though.

She is a boss. So no level at all, it takes about 30ish good lvl 60s to take her down though.

America is "first" because it is an american company making the game (although owned by a french). So that is quite logical actually.

Also - no mention of a raised level cap. It will be enormous work to raise the level cap if they indeed intend to do that (talents, weapons, dungeons and so on need to be balanced).
There is however mention of something called Hero classes, which could be a type of D&D Prestige class equivialent which in effect could work as a raised level cap.

Infact there is somewhat of a different level system already in place with the PvP rewards and also with reputaion points for different factions.
