Martin says I should get ready for the next step, Paradise. However, every time I go into any town I am arrested on the spot so I can't even get my weapons sharpened. IS this a glitch?

I know this may sound kinda obvious, but do you have a bounty on ur head? Maybe you killed or hit some friendlies during the melee outside burma?

NO, not that I know of. I have paid fines before for stealing things I didn't steal but this time they send me to jail and I lose all of my stuff. I need to get my other sword from my house but no luck.

Leave your stuff somewhere and then get arrested. Then just go get your stuff back.

BTW: Check your inventory screen to see if you have a bounty, because else it is a bug.
BTW 2: can't you just pay a fine again?

If the bounty is high enough, the guards will be out for your blood i think. And thus you cant pay any fines... if i recall correctly

I don't get an offer to pay the fine which is 2000. I finally just went to various temples and forts and killed things until I got an assortment of reasonable high level weapons. But the ones I had in my house were better.

Yep, 2000 is a a wanted, dead bounty. Two ways to overcome that, the 'legitimate' way is only available to members of the thieves guild, if you are guild member, stock up on invisibility potions/spells and sneak to your guild contact.

The other way is only available if you're playing on a PC, typing
player.setcrimegold 0
into the console removes any bounty.
This is obviously a cheat, but in circumstances where NPCs throw themselves in front of your blade, as happens all too often in Oblivion, perfectly reasonable IMO.
