Spies

I have waited for the two people but they don't come (about 30 times). When I take Martin the book he tells me to talk with Jaffre(?) but he never mentions the spies. The captian tells me where and when but they never come. I even replayed to try and get it to work but no luck. Since I have to have this, please help.

First thing to try, make that your active quest and look for map markers. Occasionally NPCs get stuck in odd locations, so they might be nearby the rendezvous point trying to negotiate their way around a rock or something. Also, if you're waiting too close to the rendezvous spot you'll scare them away and either have to chase them down or wait until the next night.

It's also possible that the NPCs were killed by a random creature while they were en route. If that's what happened, or if the first couple suggestions didn't work for whatever reason, read this spoiler:

you can either go to Bruma Caverns or Jearl's house in Bruma and search thoroughly (they both lead to the same place, where you should find clues that will allow the quest to move along).
