Hlaalu quest problem

I have a problem on the quest to change out land deeds for the guy in Caldera. I stole the land deed he wants me to bring him earlier in the game and dropped it on the ground in Balmora. The problem is it won't let me pick it up off the ground. I tried using telekinesis to move it, but that didn't work either. Can anyone tell me how to get it back?
