I think enemies have stats, just like your own character does. So when you have 10 defense he might have 10, near 10 or even more than 10 (abilities) in his weapon specialization, like melee weapons or unarmed.

That would really lower the chances you have to completely fend off an attack, which is ...

Defense: Reduces the chance that enemies will hit you (all types).
(soak) Bashing: Reduces the damage that a successful hit does to you.

So defense will improve your chances to completely avoid being hit while bashing will reduce the damage of the hits you take.

This is how I understand it ...
