its a bug.. i hate vault city.. there's also a bug where you talk to the guards etc, they open the gate, but you cannot walk past the gat opening.. reloading or resting or leaving the city and coming back doesnt help for that one, but i suggest trying all those anyway

i know what problem you are referring to, I have had it on my machine aswell.. It did this for Fallout 1 also.. I had a totally blue screen but when I moved the cursor around it would "wipe away" the Blue and I could read the actual installation screen.

Does this perk really add 5 damage to each attack or does it only increase maximum damage (like Bonus HtH Damage seems to).

a 1-5 weapon would do 6-10 but you gotta remember that everyone has resistances anywhere from 10-90% to some things
