Problem solved!
I searched some other forums and a lot of people have comparable problems that the trigger for assessing the right amount of goods fenced doesn't work properly. Thanks to the TES construction set I could solve this problem however. ~SetStage TGStolenGoods 85~ did the trick for me ...

After playing Oblivion for a couple of days I am still a bit puzzled about the effects of 'Drain' and 'Damage'.
