That is correct. You need a bit higher humanity(5 or more) to be able to dig up his dirt.

When you return from Grouts mansion there should be unique dialogues with Jack, Damsel and the black brujah guy that gives mission to dispose of Patty concerning what you saw there (Nines), homever, these only appeared for the brujah guy, none for Damsel or Jack.
