MyGamer has posted a short E3 interview they conducted with Bethesda's Ashley Cheng about Oblivion's downloadable content and the possibility of an expansion pack. A snippet:
Q: Are there any plans on expanding the actual story campaign of Oblivion?

A: With expansion packs you are able to follow right after the story. But with our download players won't be required to have the Story completed. So we really have no plans to add to the story as of now.
