Would it be possible to:
...Make it so people could be on the top floor and looking out of windows down onto the streets as people pass by? Perhaps even firing magic or projectiles down on them?...
- You'll have to be out on the roof or a balcony in order to see and fire upon creatures below. You wont be able to be "inside" of a floor and be able to see out of the windows. As you mentioned yourself, interiors are another actual area making it impossible to see "out".
But you should have no problem placing a building with an accessible roof where you can enter from outside, area "A", into the interior of the building, area "B", then via the stairs exiting out onto the roof which is a part of area "A".
