It could be, I really don't have any idea.
I guess from what I can make out, on the 12 of August a contract will be taken at against me and a ************ will be the one doing the job.

You can tell it's dutch because when reading it you think you are seeing double

It is unmistakably Dutch. I think that whoever wrote it was trying to say that they are on vacation and any mail etc should be addressed to the mentioned people at Bioware, or something like that.
