why is it that when i go to a store, and i click on repair and i try to fix my shields, it won't work ?

Repair isn't implemented yet.

And why worry?
There's really no sense in repairing shields anyhow.
1) They don't get damaged very much
2) You can always collect a replacement

In fact with the (cool) auto management of your inventory you could not be able to keep shield backup. Not to mention a few shield that are rare.
