Okay, how do I get a Chromatic Breastplate +3 instead of +1? Little shrimp keeps giving me the +1.

The +1 Chromatic Breastplate is all you can get in the first chapter. He only gives you what you give him, and since you can't find a +3 Breastplate in chapter 1 that is all you'll get. What do u expect for 500 gp. You receive the +3 breastplate later in the 3rd chapter where you meet another smith that will upgrade the items you had constructed in the first chapter.

Just in case you're wondering, you will get more opportunities to acquire the special ingredients needed to forge better goodies, so there's little reason to hold back and use 'em, later.
