help!

I was on the silver shard quest at the beginning of the game, and when I pick up the shard from the chest, Bevil said nothing to me
And when I returned to the elf guy, he asked me why I returned empty handed
I tried giving myself the iten through an editor but it didn't work
any advice?

Is your game fully patched?
Have you tried reloading to see if the cutscene triggers?

That cutscene not firing is a pretty common bug. Do as mr_sir says and try reloading from a prior save. It managed to fix the bug when I encountered it myself.

but the cutscene still won't go

But my second problem is,
now I'm trying to give myself an item over an editor, but it's not showing up in my inventory over the game save I gave it to.

If the item isn't a custom made one, I would suggest using the console instead to spawn it on your character. Just locate the item id here at GameBanshee and follow up with the appropriate console command.
