I believe that there is only one Helm of Baldurian, and that is obtained early in the shadows of Amn game.
As for boots of speed they sound more generic; do you plan to add Saverok to journey with your Cleric Ranger and thus give him the boots of Speed and good helm? In shadows of amn you should be able to aquire two pairs of Boots of Speed. One from the first part of the Astral plane where Haerdales is taken and another pair if you insert 15 mithril tokens into the machine in the asylum.
