Do arrows go through water?

Well I haven't used mods so I think the only way you can is with the mods

I've had the exact same experience. I'm sure I've never be able to shoot anything in the water while standing on a shore. However, when you try to shoot something in the water, any guards in the area will dive in and take out the enemy for you. :)

It would require changes to the game engine which a mod cannot do so in my opinion Blackjax is 100% correct.

What about a script extender? Or modifying the .ini file?

Maybe you just miss cos of refraction... :p

They don't use refraction in morrowind and if they do I haven't noticed it yet. :p
