Let me put it this way: Different cultures have different "flavours" of their bureaucracy - some societies have a paraniod flavour, others have a touch of chaotic inefficiency, still others might have a claustophobia (Kafka-taste) or a surrealism flavour.

Swedish bureaucracy is none of this. It's firmly founded on two ideas:
1.that a classless society should also be uniform on other non-related factors
2. that you can gain some sort of ontological safety from high structure

Eh - did that make any sense at all?
