Just reading up on it, but if I understand right it is the problem that Scottish and Welsh MP's in Westminster can vote on matters that concern in fact only England since these matters have been devolved to the regional Parliamants.

In fact that there is a touch of inconsistency it the wannabe federalism of highly centralised Britain? :D

Don't worry, there is a touch of the absurd in full federalism also, since the Capital Region of Brussels has a minister of Agriculture (a matter devolved to the regions) and maybe one farm.
OK I admit, (s)he's not minister of agriculture alone.

Without wishing to bore everyone it is properly a non question which is taking up loads of time and argument amongst people who should know better.

Scotland and Wales have glorified parish councils which are not sovereign. Some issues have been devolved to them. The UK parliament is sovereign and therefore all the nations are represented there. The english are whingeing because scottish and welsh MP's can vote on matters which only affect the english (eg education and health which have been devolved so that scottish education is a matter for the scottish parliament). The problem arises because they think the UK parliament is the english parliament. It is easily solved - they should have a devolved english assembly. They don't want that for whatever reason so they wish to disenfranchise the rest of us.
