Can a NPC be used to cast the spells needed to create the magic items or can they only be made if you are a magic user?

You have to be a mage to make those items.

You've got to be a wizard, a sorcerer, a bard or a druid to make an item (my brother's a Cleric and he can't use the wizard's lab in Chapter Three). If you go to the Cloaktower in Chapter One, you can complete the task to become a member. If you're a member you can use the magic laboratory in Chapter Three for free and you can buy special stuff from the woman at the Cloaktower in Chapter One (a Bag of Holding for example). You'll get a Many-Starred Cloak to prove your membership (so don't sell it or drop it!!!).You can find the ingredients in the lab. If you're no member you need to pay 2000 gold pieces to use the lab.
