dunno if this has been found before, just found it myself, thought i'd share.
in egypt the beast of legend quest gives 2 skill points so do it, exit game /my documents/my games/titan quest/save data/main/your character then sort by modified and delete the last file. repeat the quest for 2 points each time. the good centaur quest gives 2 atribute points if ya wanna do that.
p.s if you get the bug and you can't speak with someone to continue a quest or get on a boat to a new map do the same thing.

Save your whole file first of course!! BTW there are a number of mods that will allow you to improve your characters stats w/o manually modifying your files.

the game is perfectly playable without cheating.
If I were to do what you suggest, then after about 30 times I'd be almost unbeatable and I can just walk through the game like a little boy through the park.
One of the fun things is that it becomes more challenging, taking that away spoils the game if ya ask me. Just like bots in diablo and maphack.

A program like Defiler (search in Modifications forum on Titan Quest Forums) is both good and bad.
I used the program to test a few builds at level 65 to see if the end result was what I was hoping my character would develop into. Using the program to tweak until you find something you're happy with has its uses. I would rather earn my levels, but would understand if a player choose to create a level 40 something to join friends who had already been playing the game for months together on say LAN.
On the other hand, giving yourself every skill maxed from every mastery along with a million hit points and energy and stats in the tens of thousands makes the game less enjoyable. Sure, its fun to run around in "god mode" for a little bit and breeze through things, but the long-term playability of the game goes fairly fast as cheats are increased. I know a person who will only play games with extensive cheats; if there are no cheat codes he will not play.
In the end, to each their own.
