I can't find it. The CLUAC command doesn't work (no explovetalk whatsoever) and I can't find it via shadowkeeper either.

It's a LOCALS variable. So when you check it from the console, use LOCALS instead of GLOBAL and you must hover the pointer over the NPC in question....

@Link, it depends on your system. XPs typically receive this message, and there's a specific patch for that, as well. Check Bioware's site for it.
