It is not fixed. I tested it after patching the game!
sad but true.

My sourcerer has improved initiative.
So shouldn't he cast spell faster than a wizard without imp. ini. ?

The in-game information says:

... the casting time for all spells is reduced by one to a minimum of 1.

so I tested it with fireball (casting time = 3)

now my sourcerer should cast it ...
