It seems to be some kind of glitch. It requires bugging out the Emperor and guards so they don't activate the assassins just past the door after the Emperor asks about your starsign ;)

Oblivion hardcore challenge (spoiler)

Some or one of the Assassins at the start, before the Emperor dies(it is not the assassin which kills emp) has a pickpocketable bound mace(which is permanent and hits hard because it's daedra). I have done this on PC and Xbox360. Have funz.
