It should be like a circular surface about say 4 ft in diameter at the top of one of those things where the staircases are winding up and you have to fight dremora guy.

I think you just scroll your view to where the name of the portal is highlighted (appears) then hit the space bar like the same ...

I'm stuck and could use a spoiler. I've talked to Martin, Savlian matius, rescued one of the guards, climbed the Sigil tower, talked to a guard in a cage, got the Sigil Keep Key and have climbed to a platform called a Runed Portal.

I assume that the portal lifts you to the next level in the tower ...
