If I recall correctly, I started finding glass armor around level 18 and glass weapons around level 23, but my luck was only 50, so you are prolly too low a level now.

So I just finished the Fighter's Guild Questline for the second time and noticed something funny. After you talk to Modryn and ask him to be your second in command, he mentions his painting is getting better. I won't ruin the suprise for anyone who hasn't seen it, but head to the back of the room ...
