You will have to join the Eastern Houses to do that. Go to the House of the Dragon in Fargrove. There you agree to learn their ways. If you are referring to obtaining the quest to become a knight, then you can go to either the fighter's guild in Fargrove, or the one in Arindale to recieve it. You are also able to go to either one to report back that you have completed killing the target.

The quest does cause a lockdown, but only if you go to far along it. Like I said, I have tested this already, so this means if you want to really know, you'll have to try it yourself. You actually can accept the Way of the Tiger quest and still enter Fargrove. I was able to complete the Dragon quest ( give the egg to the House of the Tiger), and then complete the Saumari quest in Fargrove.
