I'm a fan of the tunneling-dwarves plan. Assuming you're letting such low-level characters get their hands on such treasure, there should be plenty enough to "spread the love". Assuming you're not running a diabolically evil party, Paladin all the way (SPOILER - Get Carsomyr from Firkraag in Windspear hills, upgrade it in expansion - it totally rocks! -). Anyhow, though, Fighters great for dual-classing, but Inquisitor Paladin gets instant True Sight & Dispel.

Menzoberranzan, or maybe "Silverymoon" (what a lame name for a city). Some place with lots of magic - elves help, too!

Race in Morrowind

Race DOES have a tiny affect in how people react to you (certain races like others less), but never to the point that it'd change your gameplay at all. Other then that, the only real differences are appearences (bestial races vs. humans), and abilities.
