It depends on what kind of character you want to roleplay. Why do you want a Fighter/Ranger at all in the first place, both being Warriors? Have you considered the Fighter/Druid instead?
As for stats, it depends on how you want to fight. Mainly melee, ranged or both? Dualwielding? Light or heavy weapons and armor?
If you give a bit more background on your character I'm sure we'll be able to give you some tips.

If you're only after the free Dual Wield (Amidexterity + Two-Weapon Fighting) of the Ranger, then you could start off as a Ranger and go Fighter at your first level up. But I still find the Fighter/Ranger combo a bit odd - why not choose one of them?
No matter how you choose to do, Dexterity is most important for that kind of character. When you choose Weapon Finesse, your Dex modifier will be applied to the attack roll instead of your Str modifier (if this is higher, that is). Therefor I'd recommend you to put the Dex high while saving in on Str.
I think you should consider wearing Light Armour as it would go better with your kind of character. As for the ingame effects of this choise, I'll have to pass though.
I play a Half-Elven Ranger(2)/Rogue(1) myself (restarted yesterday). He started off as a Rogue in order to get the extra Skill points and the Sneak Attack. Then he went Ranger and started dualwielding two Rapiers when not using his Long Bow. I'll probably have to give him one or two more levels of Rogue pretty soon, so that he can take care of traps and locks more effectively (to expensive to buy those skills as Cross Class Skills, IMO). Then I'll go up to level 6 as a Ranger in order to get my Animal Companion. I use Linu as my Henchman and I must say it really helps to have her around.
I chose the following starting stats:
Str 10 - only real drawback, as I use Dex for both melee and distance fighting, is my low carrying ability
Dex 16 - I plan to raise this ability to 17 at level 4
Con 12 - a bit low but you have to compromise
Int 14 - extra Skill points (and I didn't want to play a moron)
Wiz 14 - bonus spells (I especially look forward to Cat's Grace)
Cha 10 - well, at least no penalty...

As for Skills, I've placed my points in Disable Traps, Heal, Hide, Lore, Move Silently, Open Lock, Parry, Search, Set Trap and Use Magic Devise (I really got lots of them, what with starting off as a Rogue and having a high Int).

You should know right now that if you're just taking a level in ranger for the dual-wielding, their free ambidexterity and two-weapon fighting feats only work when they're wearing light armor. Keep that in mind. I play a similar character, a fighter/rogue, but since I wear medium armor I didn't bother with ranger levels.

dual-class Fighter/Ranger lvls 7/13
I found my dual-classed Fighter/Ranger very effective in completing the game and going through every quest. Final levels are Fighter @ lvl7 and Ranger @ lvl 13. Without anything on (all weapons, armor, and items taken off), my character stats are: Strength 18, Dexterity 16, Constitution 18, Intelligence 9, and Wisdom+ Charisma both at 8. My AC without anything on was 13 and my total hit points also without anything on was 299 (Due to several re-rolls for hit points). I really like to customize and planned this character pretty well in my opinion. This character can use all weapons, armors, and shields (Due to free feats from the fighter except for Exotic which I glady chose for my weapon focus of Double Axe). This character also received many free feats as well from the Ranger side most importantly my animal companion (very nice Dire Wolf in my opinion and you can re-heal your companion if injured for free after battles just by talking to him via feed him option) when I hit level 6 with Ranger and improved two weapon at level 9. I chose Ambidexterity and Two weapon fighting (which I consider two lost feats out of the total feats I planned for because I knew that I wanted to wear heavy armor in the beginning and the Ranger's free Dual-Wield feat was only for light armor so dont criticize me for this since I just explained that I knew what I was doing). The free feats from both classes allowed me to get ALL of the feats that I had wanted (I planned for a lot of feats and I got all of them) and gave me three Ranger favored enemies as well. My skill points are also well balanced and the game was easy to complete for me because I chose everything following a plan. Capitalize on your character generation stats (such as my Dex and pick lock) and plan out your every move (save a character via export and save the game if you regret making a bad move but if you have a good plan then there should be nothing to worry about). I didnt really worry about enhancement spells or any spells because I didnt really need them to complete the game and with the enhancements I noticed not much of a difference. Plus if you want spells just hire Sharwyn, Boddyknock, or Linu. New characters should always know what skills and feats they are going to use or else later on you will feel that some points of feats couldve gone to a better use elsewhere so just know what every stat and feats do for you. Thats pretty much it. Working on a monk right now who is at level 16 and doing amazing things hehe I cant wait for Perfect Self.

Whatever works for you. If you know what you want, you can do pretty much anything with the 3rd Ed. rules.
