By hacking the game through using a modded xbox

And also, because the game is hacked doesn't make the screenshots fakes. All hacking a game does is allow someone to access and change all the game files, so whoever took these screenshots accessed all the files and loaded the Dragon Cliff ones; they were already in the game but the developers never had chance to finish the quest off, unfortunately.

Anyway for those interested this link shows you the game files to do with Dragon Cliff, and it also says there was a Dragon Quest and a Dragon creature (possibly a boss, which co-incides with the missing painting).
