SoA has an experience cap that prevents mages to reach level 18, so without cheating you can cast level 9 spells only from scrolls - with ToB installed it's another story. With 19 INT, yes

Otherwise you can drink potions of genius before scribing them - but it seems cheesy to me
(a temporary boost shouldn't allow you to handle too many spells all the time)

There was a bug with the Greater Werewolf's regeneration rate. It grew faster with every reload. Don't remember which package contains it, but definitely there is a fix somewhere. try it with autopause: spell cast.

and maybe with Time Stop (can do without it, but it's cool :) )
place dozens of Skull Traps in face of you enemies, bring down ALL their magic defenses then attack them, bring up all of YOUR magic defenses then attack, or... all of this at the same time ;)

Well, if "perfect" stats is your aim, just enable the cheat mode, and press CTRL-8 while rolling stats.
You'll get 18 (or 18/00) in all stats, in no time.

My advice would be to play differently, but...
