I don't think it's a bug, but the last Ashlander tribe is difficult in the sense that you must proceed through a precise sequence of events/meetings or it won't work. It's probably a combination of the House (which is very honor bound) and the rank. I haven't played the other houses yet, but if i remember correctly from the posts i've read, both are more accepting of (and even require you to) get rid of house members for advancement.

Has anyone ever found a use for the dagger found in the Excise office in Seyda Neen? The one with the note pinned underneath.

I talked to everyone in an attempt to use the note to trigger a quest but nothing.

Is there no purpose to the note?

Install Tribunal as soon as you are able; meaning when your character can survive the initial fights. If you are starting a brand new game, you will not last.
