Stuck Act I - City Watch Quests (poss. spoilers)

Hi all,
according to the walkthrough, as soon as I get the quest from Cormick to sweep the docks, I have to visit the guardposts and I will have several dialogue options.
Unfortunately - I don't. They always say the same and tell me to keep my head low. I can not interact with the thugs in any way (they're on friendly interaction).
If I go back to Cormick, he tells me to deal with Caleb - whom I have killed ages ago and have also already received the reward for killing him.
*grumbles*
What do I have to do??? *GRRRRR*
Or is it a bug and I have to start from NW - Beginning all over?
