What?! NPCs dying??

Ok, I'm a level 23, and I realize that as you level up, everything in the game levels up with you.. so naturally, the creatures you find in the woods and along the roads are gonna be relatively harder.
So, I was running along the road from the Imperial City to Anvil, and as I'm passing Skingrad, I see Toutius Sextius lying dead on the road, no doubt killed by a creature from the woods or a bandit.
Why does this happen?? It bothers me! I don't want all the NPCs outside cities to die! And I saw a dead guard, which didn't bother me as much, but I know that whenever a creature or something approaches them, they're gonna get off their horse and kill it. But they get injured in the battle, and they have fights all the time, so are all the guards on the roads eventually going to die off?
And isn't Toutius part of a quest? And this leads me to another question: Are ALL quest characters marked by a crown? Even if they're characters from quests OTHER than the main quest?
Stupid townspeople. Don't know how to run away from a fight that's too tough for them.

Most characters required for quests are marked "essential" with the crown icon, but unfortunately not all of them. In some cases you can still finish the quest without them (as I think is the case with Toutius Sextius), even though it sometimes makes the quest much harder, but in other cases you can't finish the quest at all, which is a massive bummer.

How dumb. Even if they weren't part of a quest, I don't want them to die. Having people in towns adds to the RP experience (goes without saying). Urr.. I think it's time to start a new character. I need to max out my magicka, but I can't do that without levelling up my Intelligence, and I can't level up my Intelligence without levelling up my character. And levelling up makes the people in towns die!

that's why it's best to do any quests that require you plus/or any Npc's to finish, early in the game; save a few certain ones. I made that mistake a few times & hadda go back some levels to get any rewards I wanted.
I think it sucks too!
Getting some of 'em done between lvl 1-5 is the best way around it.
(there is a list of ones to do first so the quests doesn't mess you up)

Yeah, once in a while it actually makes the game more immersive, like seeing a NPC thief get busted trying to pick a pocket or having a well-intentioned but not particularly combat-ready townsperson try to help save you from a bandit or a cult member, but when you hike all over Cyrodiil to track down that one person who can help you on a quest just to find them lying dead in a ditch someplace (or even when you weren't looking for them and just have to wonder, wow, I wonder who that dude was), that sucks.

The thing I hate... is that everyone knows levelling up is basically bad in this game. Bad=impossible. When you level up, bad things happen. I personally don't mind the challenge of creatures, but when townspeople die and stuff.. that's bad.
But the only way to get REALLY good stuff is to level up. And all the cool creatures come out at higher levels. The game is just.. so much more amazing at higher levels. But.. nobody wants to level up, because, like I said, bad stuff happens. It sucks.
I haven't been keeping up with video games or anything at ALL until my brother got his x360 (which was a couple of weeks ago), so I'm basically in the dark about video games. Is there an Elder Scrolls V coming out any time? My hope is that they'll correct the levelling up crap and improve stuff that can be improved upon (as they always do).

Leveling...
The leveling issue has been discussed ad nauseum.
You asked about a sequel. I haven't read anything yet, but I'd expect it. However, until another Elder Scrolls comes out I recommend checking out The Witcher.

There are mods which make the quest rewards you recieve be at max level. For example, using the mod will let you recieve the fully fledged Black Band even though you are at level one. Sadly, I forgot the link...

I play for the 360, so mods don't help me at all.
