Why can't I get Bolvyn Venim of Venim Manor to challenge me to a duel? I've done all the prelim stuff with all the council members and been accepted as "Horator," but Bolvyn still won't challenge me to a duel!

Westnecker - Correct me if I'm wrong, but can you be Horator and/or Arch-?

IF I remember the Horator route ... save a person ... get (4-5?) members to back you = you have all members backing you( believe they are all in that mushroom) ... go to Venim and challenge him

If by preliminary stuff, you mean quests + stronghold, does that not lead to Arch-? title ?

I'm just throwing this out there ... hopefully someone can clarify
You can check a walkthrough to see if you missed something etc ...

Duel Challenge

I did get all of the Council Members to back me, but when I went back to speak with Venim, he just called me names and said he would never consent for me to be "Horator," and left it at that!

To clarify:

You've spoken with Athyn Sarethi and having rescued his son he's promised to talk to the other councilors, Brara Morvayn, Garia Lethri, Miner Arobar and Hlaren Ramoran. They all told you that Sarthi had convinced them to support you but Bolvyn Venim will only reply when asked to confirm you, "You are an fool. An ignorant, ill-mannered, outlander fool. I'd rather make a monkey Hortator. As long as I am head of this House, you will never be Hortator.", or, "Are you trying to manipulate me? Do you take me for a fool? Do you think I can be so easily won over? You are a fraud. Cunning, for an outlander, but a complete fraud. No, you will never be Hortator. I will not permit it.".

If that's the case then you've somehow hit a bug, although not one I've heard of before, if so, are you playing on a PC?
