Avaculate bugged?

Avasculate bugged?
Hey guys,
one of the new spells, Avasculate, seems to be bugged. More often than not when I cast Avasculate on someone nothing happens, although I succeed the ranged touch attack. The is also no fortitude save check when in those cases.
Has anyone else noticed this?
