I have an apparently non-solvable problem with the "More Fun With Pestilence" quest. Here is the story:

When I got out of the Last Round I talked to the bum who referred to Tin Can Bill BUT when I went to "the alley across the Last Round" to meet him,
I didn't find any other bum I could talk to!
Not only have I went to every alley located Downtown and ran around any skunk going around there, I also reloaded the last savegames several times :
Always the same. I really start to get mad.
Is this some kind of bug or did I miss anything???

across from the last round you go down the alley turn right at the building in front of you go down a little bit more turn left and keep going past the fence and, he's right there in a dark area behind a dumpster(It's rather easy to miss him). hope that helps

I didn't see that you can go on continuing the alley beyond the fence...
