Fortify Magic, fortify Luck, absorb health and others *spoilers*
It has been my experience that for some spells using the altar of enchantment or alter of spellmaking that you must first know the spell (only on certain spells) before you can modify them and/or put them on weapons, armor, etc. This is not true in all cases but I know for certain it is for some spells. After I learned some version of them ONLY THEN could I enchant items with them. I had the same exact problem, went out and learned a version of the spell, and then could enchant stuff with it.
I do not know if yoyu must be able to cast it, or only that you have to know some version of it (i.e. you are only a journeyman of that spell class but have an expert version of that spell learned that you cannot cast yet.)
Good luck.

Spoilers
From my exp. You need to have a min of the lowest spell you want to mod in your inventory ready to cast, scrolls don't count, I didn't know that this was necessary for only some spells(D'oh!)
I.e. You want to make a powerful fire damage spell. You get flare at the beginning. You make it immediately. But if your like me and you have to like a nonpoular element like lightning, then you have to buy the electricity equivelant of flare to create it.

When enchanting stuff *spoiler*
One other thing i noticed when enchanting weapons when putting a max hoodoo of elemental damage, AShock would max at 39, Fire at 40, and Frost at 41. I am not sure why but it was "cheaper" in magicka spell points in a vey small way for you to cast frost vs. shock, although you only really saw it at the very high end of the spectrum because the difference is so small. Don't forget when enchanting a weapon that more critters are resistant to fire than shock, so if you are doing only one shock is maybe your best bet.

My only sword is soul trap for one sec and shock dmg 35pts on strike. Works very well, but I needed a soul trap before I could do it.
Ps this sword makes deadra and conjurer lairs a breeze

In my game I had be able to cast the spell with the desired effect before it would work for enchanting.
I do remember this being the case for fortify magicka.

I agree with Cyrinn. I have a night-eye spell but I can't use it enchantment or spell creation as my Illusion skill is too low. So you must be able to cast the spell before you can use it in enchantment or spell creation.
