Should I finish the game first before installing the expansion packs?

No reason why you should finish first as far as compatibility issues that I'm aware of. However it might make future games more interesting if you install them later. Play second time around with Tribunal and third time with Bloodmoon as well would give it more staying power maybe.

No. The expansion packs make the journal a lot easier to deal with, as well as adding the concept of traveling/fighting companions. Many mods, too, require the expansions to run. I'd urge you to get them.

Don't forget to install the latest patches when you do install the expansions.

Installing the expansions also allows you to annotate the local map, which can be very handy on occasion.
So, actually, as you can see from this and the above comments, installing the expansions actually improves the game significantly, there's no reason to not install them.

And the only official patch you'll need is the one you apply to Bloodmoon--not Morrowind, or Tribunal.
