Neverwinter Nine Teleportation

According to the stats, those who choose the prestige class Neverwinter Nine gain access to teleportation scrolls from the Many-Starred Cloaks. So far, that hasn't happened and I feel like a chicken with my head cut off running around trying to find them or wondering if it's a bug. Solutions, please, anyone?
