It's a package for Caius Cosades you need, try typing this into the console:

player->AddItem, "bk_a1_1_caiuspackage", 1

If you just started the game, a common thing that I've always done is sell everything I stole from the beginning to that altmer merchant in Seyda Neen.

Go there and check with the general merchant, I'd bet you accidentally sold it to him.
