Where do i enchant items?

i can enchant with sigil stones, but im looking for the NPC that enchants items for you, and what do you need for him to enchant it?
Wordta, welcome to the forums. For something like this, please use search on our forum database--the question has been answered, and is also in GameBanshee's walkthrough. The site owner doesn't want duplicative threads, here. He says they slow the board down. So I'm going to have to close this one.
