A few questions.

Just three questions I have:
1) When shopping for spells, I always see spells that need 800-900ish magicka. By my calculations (which aren't too precise of course), I concluded that getting all that magicka would require heavily enchanted equipment, being a high elf, with the atronach birth sign and having maxed out intelligence, plus quite a bunch of fortify magicka potions and buffs. Is that the only way to cast those spells, or what's the deal with them requiring all that magicka?
2) What are exactly the effects of the chameleon spell? In Morrowind, chameleon would give you a percentage of chance for enemie's attacks to miss you (between other effects, I think), but that doesn't seem to be the case in Oblivion. Even with 25-30% chameleon I still get hit every single time.
3) Eventhough I don't think this is a spoiler, I'll write it as one, just in case:
In the quest for the Heavy Armor master trainer, you are sent to look for a guy in an inn near the Imperial City, and he tells you to deliver him a silver pitcher and four "silver glasses". I don't remember seeing any "silver glasses", just silver goblets and tankards. I've tried giving him the goblets and pitcher but he wouldn't accept it. Where do I find these silver glasses? Or if they're not item by themselves, what items does he mean with that?
