Questions about multiclass/exp penalty

How does the experience penalty work? I suppose you are required to obtain more exp than usual (any exact % amount?) to gain the next level up?
When do you suffer from this? If you have a favored class like drow (wizard), as I understand it you do not get penalty when your wizard class is higher than other classes? But penalty still applies if you have lets say wizard lvl 3 but take a 5:th level in fighter? So basicly this question is, do you take exp penalty if your favored class is the lower one?
What about prestige classes, do these count to create exp penalty aswell? If there isnt a straght Y/N answer to this, then please elaborate.
Will exp penalty hinder me from reaching maximum level in the game? Because I know levels are capped at level 20.
