I had question. If I had Half Orc race it would be 6 Intelligence, Will it afford Character's speak? Will she/he able or unable to speak properly?

If your character has below 9 int he or she will be unable to speak properly

however inproper manner of speaking they would get, they sound really funny, so you might find it interesting. yet, low int also means that some feats won't be accessible to your character... i mean some interesting feats!

I didn't know that. Does it work like that for the other races too?

About speech, I don't know, because I never built a char yet with INT lower than 12!
But INT is important, because the INT modifier determines how many skill points you get to spend, both at char creation and afterwards.
For example, with an INT of 9 you get -1 as your INT modifier, and so NO points added for INT. With INT 12 you get +1, at INT 14, you get +2, at 16, +3. And at Char creation the modifier is multipled by 4, so VERY VALUABLE.
However a Half-Orc is probably going to be a Fighter or Barbarian, with few skills to improve, so INT is of very little importance to them. (8 skills for Barbarian, 5 for Fighter)
Now, if you wanted a Rogue or even a Bard, INT would be VERY important, because Rogues have 21 skills to build, and Bards 19! A Wizard, funnily enough, has only 6 class skills - but needs the INT to learn spells.

that is why rogues do like coupling with wizs
yes, every character with low (negative) int speaks kinda funny: me big and strong you not big and strong. me beat you or you pay me... or sort of it
ah and this is not what you hear as the voice set you choose is simply precompiled collection of sound played when certain function is triggered, eg. too long waiting, enemy ahead, or being hurt... this low int texts happen only in a dialogue, and even sometimes the npc you speak to can say something like that they don't have time or patience to speak to the illiterate...
i always make int at least 13 cause even fighters are to get certain skills once they have int13 or int15 and these are skills that you may find both a bargain and a must!

I think that depends on what type of fighter your making, personally I only think 13 int is worth it if your planning to become weapon master.
I also havent seen any of that "dumb" dialogue in nwn2, I know I remember it from nwn1 if you had less than 9 int, but I guess it might be much more subtle in nwn2 or something...
