Ok three question reguarding enchanting
1 Ok I have been trying to Enchant my sword or bow to Paralyze on strike. but have yet to get it to come up as an option what am I doing wrong?
2 I am also wondering if you enchant light to a piece of armor does that make you more visable to enemies. will it make it harder to sneak? I dont really like the night eye in this game it seems to make everything have a blueish tint to it.
3 I cant seem to Enchant Arrows is this possible to do or do you just have to find enchanted arrows?
Thank you all for you Help.

3) You occasionally find magic arrows on NPCs and in dungeons, so obviously
somebody can enchant them. It just isn't you

OK, sorry, lame attempts at humor aside, the player cannot enchant arrows, unfortunately (but bows, yes). If you're playing on the PC, I think I've seen some mods that add this feature, though.

3)
i believe what you want would be poisoned arrows.
get some alchemy skills and use poison on the arrows.

Poision sounds great to use on arrows I will try that thanks never even thought about it. and about the first question I dont have a weapon with paralyze because I cant get paralyze to enchant. I go to an enchant podium thing and it asks what item I click on my Deadric Bow and then it asks about soul gem and I click on azuras star with a grand soul. then it wants to know what effests I want it to have and here is where I run into the problemI cant get Paralyze to come up as an option. am I doing something wrong?
and someone mentioned mods where do I get thesse and is it going to cost me?

You have to know a spell with the effect you want to enchant. You need to find someone to teach you a Paralyze spell before you can make a bow of Paralyze. But the strength of the enchantment is based purely on the size of the soul gem you use, not the strength of the spell you know, so you can buy the cheapest spell and still make an awesome bow.
You can talk to the mages at the guilds and the arcane university, or Edgar at Edgar's Discount Spells in the market district, or there's a searchable database of who can teach you what spells here:

Gosh! That's good! I had no idea GB had that info available. Probably because I only look in these forums!

Some spells cannot be used to enchant items, but I don't think Paralyze is one of 'em.
You can't enchant to Absorb Magica (constant effect)

ok with Paralyze do you have to beable to cast the spell or just have it in your inventory? cause I have one of the stonger versions and dont have enough magika to cast it. could that be the problem?

Yes, you not only must have the spell in your list, but you must actually be able to cast it in order to use it for enchanting.
