One thing i dont get in oblvion, why the stores dont have things sitting out that they r selling, like in MW they had everything just sitting out and of course u could steal it and be happy ^_^

but any one thing there might be a mod to make this happen?

Yes, I think recall seeing a mod or two up on PlanetElderScrolls that does this. My suggestion would be to check up there, and perhaps search in the Oblivion mods database on "thieves." Best of luck.
