Need Help!!! I can't join the House of Redoran

I am on the main quests for Morrowind and I'm on the Hortator one, and it won't let me join the House of Redoran. It keeps saying that I'm a spy and I don't know what to do so they would let me join.

House Redoran are closely tied to the Temple.
When you reach a certain point in the Main Quest you have a conflict with the Temple.
I'm not sure here because I've never done things in this order... but I'm guessing you have passed a significant point in the Main Quest...which means the Temple doesn't really want anything to do with you...and by logical extension neither does House Redoran.

Unless you decide to join another house, I'd suggest waiting until you've completed the MQ and then go knocking on Redoran's doors..
Like I said though...I'm just speculating... Somebody else may be able to confirm or deny this.

Nope I'm not in any other house and I can't continue with the MQ because I'm at the Hortator part and it won't let me join Redoran to complete that part...so should I do the other 2 houses first and then try again?

You don't join the house you ask about becoming the hortator.

Yes, you have to talk to certain persons (can't remember who they were for Redoran) about becoming Hortator...

When I do that then they say they don't think I'm qualified and when I looked on gamebanshee it said to join them and do services for them.

and they liked you 100/100?
if not, maybe in the book that says the leaders names it says something that they want and you need to get it? just a guess though, i became hortator of house redoran after being expelled though

Yeah they like me 100/100 and they keep saying that they think I'm unqualified even though I did the quest they needed and they won't let me do the other quests that gamebanshee says I need to.

Could be your skill levels don't meet the requirements to join. That's usually the issue anytime a guild or a house tells you you are unqualified. To be a hireling and do the initial quest you don't have to meet any requirements, but to actually join and advance you do.

EDIT: Link didn't work. Just go to Gamefaqs.com and look for the House Redoran guide under the Elder Scrolls Morrowind listing.

This link has the guidlines for levels you need to join as well as advance in any level of House Redoran.

as far as Hortator: SPOILERS:
Spoiler
You have to speak to several members of the house to get their votes. You don't have to join, but you may have to do quests. First go to Sarethi Manor and talk to Athyn Sarethi about becoming Hortator. He'll send you on a quest if you aren't a member before he agrees to give you his vote. From there, you should be able to just ask about who the Redoran counselors are to see who else to talk to.

If it's a bug, and you're on a PC, you could use the console to force your membership. You'd do that by hitting the ~ key to bring up the console, then type:

player-> PCJoinFaction "Redoran"

...or "House Redoran," I'm not sure which. Can't say I've used this one, but I'm told it definitely works.

I have a sneaking suspicion it would be "Great House Redoran", as that's how it appears in the factions list in the menu. I could be wrong (and probably am)
