Can't find Fihelis (spoiler)

I'm on the quest where I have to escort the informant, Fihelis, to the City Watch. I'm supposed to meet him at his mansion, yet when I get there I only find a bunch of thugs, and I can't find Fihelis. I went upstairs but to no avail. Where is he supposed to be? I've cleared out all the thugs and still no sight of him.
