Can't Join Dark Brotherhood

PLZ Help!!! I can't join! I kill someone on the street and the message appears "Your killing has been observed by forces unknown..." Yet nobody comes. Slept for a month and nothing. Is Lucien dead or what???
I'm in the thieves guild, arena and blades
what could be the problem?

well this is kinda a long shot but are you sleeping or waiting? and is it a secure location? He wont apppear in a non secure location. if you own a house go there and sleep. that is the only thing I can think of. sorry I am not much help.

Try out Asher's suggestion. If it doesn't work - you on PC or XBOX? If you are on the PC type:

do you have a bounty for killing the person?
that could be the problem, i not sure
but if there are guards around i would guess he wouldn't show.
the only other possible suggestion is to load a save a little bit before and try again.

Bounties are not a must. I actually got a visit after a legit kill, very odd that. He jumped me in the Archmage tower. heh.

Am happy it worked
Well I get them from the TES CS - the construction set, you can download it, but I am pretty sure that there must be a site out there where the codes are written. I just find mucking about CS easier.

Proper walkthrough sites have them, especially ones where the reader may himself also submit information. And since we have these sites, I sometimes wonder the need of forums. Little googling in the net and you’ve found your solutions. It doesn’t really take more than five minutes to do it.
But now that the game is getting older, there are many sites with opinions about Oblivion making the search little less useful. Thus here is a link to a site with a solution to almost every question and problem you might come up with. Albeit I would like to remind that you might still have to turn a stone or two.
